Initial commit: emergency repair management system

Backend: Spring Boot + MyBatis-Plus + DM8 (fault reporting, multi-level
approval, dispatch, completion report, acceptance, reports, system admin).
Frontend: Vue 2 + Element UI SPA covering the same workflow.
Includes requirement docs, sensitive-word dictionaries and HANDOFF notes.
