feat: add engineering order print and externalize app config

- Add engineering order print (and print-2) that renders selected faults
  into a Word template with four copies per logical page and no single
  record split across pages; register the menu and button permissions
- Move frontend port and API target/base URL into .env, read them in
  vue.config.js and the axios client
- Abstract approval roles in menus and UI copy to the first through
  fourth approver so the sensitive-word replacer can substitute the real
  role names
- Move the fault-code prefix into config/business-config.yml and import
  it optionally from application.yml
- Update the sensitive-word dictionary and requirement docs
